Develops, implements and monitors guidelines to promote value-based human resources policies and procedures consistent with the Mission, Vision, and Values of the Mercy Health Ministry. Provides strategic focus to insure the alignment of ministry-wide initiatives with regional priorities and operational needs. Helps develop, implement, and assess the success of both ministry-wide and regional initiatives. Acts as the “voice of the community” during ministry-wide decision making processes. Provides leadership and direction in developing and implementing programs for leadership selection, assessment, and enrichment. Serves as strategic leader and consultant on development and improvement of group or community dynamics and culture. Acts as a representative to the Regional Board of Directors related to regional coworker matters. Provides leadership and direction in development of programs for performance management, compensation, benefit plan design/administration, relocation, employment, training, leadership development, coworker relations and organizational development. Performs duties and responsibilities in a manner consistent with our mission, values, and Mercy Service Standards.
1. Directs the Human Resources function for the Mercy Region, including compensation, benefits, co-worker relations, employment policies/practices and training and development. Protects the interests of co-workers and Mercy in accordance with Human Resources policies and governmental laws and regulations.
2. Provides consultation services to the Region on a variety of complex Human Resources policies, programs and issues management.
3. Identifies legal requirements and government reporting regulations affecting Human Resources functions (e.g., OSHA, EEO, ERISA, etc.). Monitors exposure of Mercy. Acts as primary contact with legal counsel and outside government agencies.
4. Establishes and implements the Affirmative Action/Equal Employment Programs in compliance with government legislation and management directives.
5. Directs the development, management and administration of Mercy shared service health and welfare benefit plans.
6. Establishes wage and salary structures, pay policies, performance appraisal programs and co-worker benefit programs. Monitors programs for effectiveness and cost containments.
7. Establishes standard recruiting and placement practices and procedures. Interviews and assists in the selection of executive-level candidates.
8. Establishes training programs that address Mercy and the Region needs (e.g., performance appraisal, interviewing, DDI instructor certification, etc.).
9. Defines all Human Resources programs and authority/responsibility of Human Resources within those programs. Provides necessary education and materials to line management and co-workers (e.g., workshops, manuals, co-worker web-site, and standardized reports).
10. Oversees implementation of programs through Human Resources staff. Selects, develops, rewards and motivates a competent staff. Meets frequently with direct reports. Provides coaching and feedback, and conducts annual performance appraisals.
11. Selects and coordinates use of Human Resources consultants, pension administrators, training specialists and other outside sources.
12. Conducts a continuing study of all Human Resources policies, programs and practices to keep Senior Management informed of new developments.

Education: Bachelor's Degree in Business or related field
Experience: Ten years increasingly responsible management positions within Human Resources with three years recent experience as a Human Resources executive. Broad knowledge of employment, compensation, organizational planning, co-worker relations, labor relations and training and development.
Strong commitment to the Mercy traditions and values and to the Catholic health care ministry.
Ability to balance business decisions with these traditions and values.
Demonstrated innovation, creativity, and problem solving skills.
Visionary leadership and participative management style.
Ability to travel.
